Can you tell us if these blisters are painful? If they are quite sore then it could be shingles (herpes zoster virus; chicken pox virus) but it is very unusual for shingles to be bilateral (i.e. affecting both thighs). The other possibility is erythema multiforme, a hypersensitivity reaction to certain infections and drugs. Have you been ill with an infection or started (new) medication recently?
I suggest you try to see a dermatologist for a thorough examination and some swabs to check for herpesvirus infection.

they just felt like a pimple then i checked and it was blisters that looked like warts without a flashlight. the blisters went away in about a day and turned to pink bumps with a purple dot on some of the bumps. it looked like herpes to me but i dont know how it would be if i havent been sexually active in almost 4 years. plus i had the chicken pox vaccine as a kid and i am 21 now i thought only old people get shingles

Shingles can affect younger people as well, especially if they have a chronic medical condition. You didn’t say if the spots were painful, but I assume they weren’t.
They could still be erythema multiforme…(example below)
