When you say something black came out, did it remain in place or fall out / disappear? What is likely that you have / had is an ingrown hair and by popping you have either released it from the natural position to the normal - and yes, there are hair follicles that high up the shaft of the penis.
Some men get these quite regularly and do minor surgery on themselves to sort these out - not something I would recommend.
For things like this I use liquid antiseptic (such as TCP if you are in the UK) and dab a tiny bit on 2 or 3 times a day. TCP smells foul, but it sure does the job - avoid scratching or otherwise aggravating them …

yea they been here for a while but i just got scared thinking they were here before hand and i still dont know what that pimple couldve been but overall it stopped hurting and i feel good
