im 30 years old .. sexually active .. 1st time i notice that it about 3 monthes ago it was a bumps on my corona of the glans then its gone and began to see that white bumps on my shaft some times .. some times .. i dont have any symptoms like fever , night sweet .. no fatigue or pain or itch .. everything is normal . sometimes it flake by itself .. can anyone please help to to identify what is it . im so scared

What you may have in terms of the bumps MAY be down to natural development - however the caution on that would be at 30 YOA it is a little late for these to first develop = slightly suspicious.
When you say " sometimes it flake by itself " suggests you have a separate skin condition going on.
Because you have these two acting together I would advise you seek professional medical help - depending on where you are, because of the Corona Virus situation it may be easier to get visually checked at one of the larger Sexual Health Services or GU Medicine Services in the area in which you live.
