White bumps on penis foreskin. Feels stretchy. Is it something serious ?

Wow, this does look serious! When did you first notice this whiteness starting to build up?
You certainly have a severe penile skin condition … Also, is the head of your penis swollen? Anything painful to touch? What about your foreskin - can you pull it all the way back to reveal the entire head / glans of your penis?
So, lets think about getting this correctly diagnosed, and the correct form(s) of treatment put in place as soon as possible.
Again this will depend in which Country you currently live? If you live in the UK, or many other countries across Europe or the USA, there are several means of getting to the Medical Professional you need to see.
No matter where you are, the best professional to see would be a Urologist - you can access these at Walk-In Sexual Health Centres, of many Hospitals have Department for this - in the UK most are referred to as GUM Clinics, or there may be a Urology Department at a Hospital near you. If payment is an issue for you, try to find the free services available in many large cities whichever Country you live in.
I will also warn you - unless there is an unlikely simple explanation for this, that a Doctor or Urologist would say straight away that you need to be circumcised. This may not be the case - so if you can answer the other questions I have asked - and, what may be an alternative to circumcision is that you are given one of the strongest possible Steroid OINTMENTS (not the cream versions) to apply on a daily basis for 3 or 4 months to see whether there is a positive response to what you currently have, and, the whiteness starts to disappear …
As it happens, I use one of these strong Steroid ointments, most days - so if you can get a Medical Professional to Prescribe one for you (if I am right in thinking what you have is correct) this would most likely be Clobetasol (Dermovate or ClobaDerm are typical Brand names for this) - AND I can guide yo on how to get the best results from using it CORRECTLY! As, believe it or not, most medical professionals will not give you the clear details of how to use these kinds of medications correctly …

I noticed it as a single white bump about 2 years ago. It kept growing and now it has covered half of my upper foreskin (around the rim). It has also reached at the bridge which connects the foreskin to the penis. I hope it doesn’t enter the hole. There is none of the white stuff on the penis.
My head seems normal. Nothing is painful. About my foreskin - I can pull it back completely when my penis is flaccid. I can’t pull furthermore than half of my penis head when it’s in full size. I feel it stretching when it’s big.
I am 17 and a virgin. I hadn’t had a visit to the doctors yet because I was not sure what I had and which doctor should I visit. Now that you’ve explained me, I should consider visiting a good urologist.
Before visiting the doctors, is it fine if I try one of those ointments ? cuz that would be really comfortable.
Just curious, do you also have something similar ? it’s okay if you don’t want to share.

My circumstances are that I had severe Phimosis in my late teenage years and this meant that I was only able to expose a small part of the glans / head of my penis. I set about resolving this myself as it never occurred to me to go to a Doctor about it, and I sure did not feel comfortable in discussing this with anyone I knew. I was able to expose most of the glans of my penis, but unfortunately, the foreskin on the lower part of my penis is fused to the glans and I am unable to expose any of the frenulum.
Over the years I must have applied lots of Anti-septic cream, then, lots of different skin creams to the glans area of my penis. Unknowingly, this led to a weakness in my skin of the foreskin and glans and I now have an incurable skin condition on both these areas of skin.
What it LOOKS like you have is a build-up of dead skin cells (similar to what you get on the heal of your foot) as the normal process of old skin cells dialoging is not currently occurring in these areas. I had this too, however, I do say ‘LOOK’ because I could be entirely wrong - this is why you should NEVER self-treat any health condition based on a supposition that is one thing, when in fact it is something else completely.
What you need to do as soon as you can is to go along to your Regular / Family Doctor so they can check out whether there is not something really serious going on, either do this or go along to a Walk-In Sexual Health Center as they deal with ALL genital heath issues and are NOT just for people who got something from sexual activity …
