I always wonder what are the white bumps on penis. There is many of them and sometimes they get fewer. After mastrubation, They can dry and hard. Can you help me to identify what are they (I never had sex).

So, as you never had sex what you have on your penis is completely natural. The presentation of what you have on the head of your penis would seem rather unusual - do you or have you picked at them with your fingernails? The vast majority of what you have are Fordyce Spots

With what do you clean your penis? Do you apply anything to it for masturbation .... ?
I use water based lubricant (however, in the past I was using soap).
You do not state your age? or when it was, or how long ago you first noticed the bumps? From what you say there would seem to be no explanation as to why the bumps / spots have the appearance they do. I would therefore recommend that you get these checked by a medical professional as soon as you can
