White headed spots on penis

I first noticed these 4-5 white headed spots on my penis shaft in July 2018 and three others at the base after sunbathing in the back garden this summer - see pictures. The dark picture was taken July and the light colour picture is now Mid September. 

Does anyone know what they might be?
