I’m having this white, discoloured patch accompanied by a few wart, cyst like bumps at the base of my penis. I first noticed it 2-3 months ago but ignored it thinking it would just go away. one of the bumps is very itchy and white patch is tender and sensitive when touched. I tried to apply OTC clotrimazole cream twice a day for the past week, it does seem to be easing the itch a little bit, but not much more. Is this STIs or fungal infection? I’m sexually active. Circled area in the pictrure is particularly itchy. Please help

What I think you have going on is a combination of factors.
The discoloured patch is very likely to be related to the amount of moisture that is regularly present in the area, and at present, you are not sufficiently controlling this. Can you clarify:
do you regularly shave the area?
do you take showers very frequently?
do you usually wear clothing that makes you sweat, or at least keep your body really warm?
are you an active person (usually) such as doing physical sports and the training for this, and / or regular gym workouts - or anything that causes sweat in your groin region on a regular basis?
