Adam, this is the location of Tysons and Parafrenular Glands - it is the central one, right on the side of your actual frenulum that is of concern.
Please note these are regularly mistaken for warts anyway - I wonder if it is possible that you either picked-at or scratched the top off the spot that is attached to the side of your frenulum? If you had done this at sometime in the past it would have produced some blood. Can you remember this happening?
