White rough skin in and around foreskin

I'm 22 years old having a white ring around the foreskin which is very rough and hard. I'm also experiencing phimosis not having difficulty in pulling down the foreskin.. I shall post the pictures in comment section. Please help

Sounds like Lichen Sclerosus. If this is the case you will need to see a doctor for a diagnosis and to discuss treatment.

Try a moisturising cream to soften the roughness.
