Steroid creams are used to treat balanitis / yeast infections, so I wouldn't be worried about them causing one.
Most cases of phimosis can be fixed by stretching or steroid creams, but some require surgery, which can be preputioplasty or circumcision. If you can't see any of your glans at all, then you will probably need surgery to fix it, though some men choose to live with phimosis. Personally, I wouldn't live with phimosis, and I'd have sugery if necessary, both for health and sexual enjoyment reasons. American doctors seem to be quick to suggest circumcision, but it's a last resort for European doctors.
You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.
If you're in America, you can google "foreskin-friendly doctors" to get another opinion. If one of them suggests surgery, then you probably need surgery.
