It is normal, just dryness may caused by masturbate, you could ask your dermatologist for some cream if it bothers you too much.
I will not worried about it.
However, if peeling penis skin is accompanied by other symptoms like burning during urination, discharge from the glans, or any painful, then go to see your doctor.
So far look totally normal.
