Yellow bumps on penis head

Hello, can anyone help me identify these little bumps on my penis head? they have been there for a very long time, i don't exactly remember when i noticed them first but I'm pretty sure they have been there at least for a couple of years now... but tbh i might have had them since birth and i never cared enough to know what they were. anyway, they are yellow-ish little seed looking things under the skin of my penis glans, they are completely painless even if i squeeze them... there were actually four of them before, another one to the right side of the pair in the middle, but it popped out on it's own couple of weeks ago... when it did a tiny little yellow thing with a black one 1/4 size of the yellow one came out, and it wasn't squishy and soft at all it was like a little sesame seed or something... but the thing is they actually grow back in the same spot... I've only noticed this happen once before. the one on the left also popped out a month ago but you can clearly see it is regrowing back, (so annoying) i should mention I've never had sex so it's not STI or something like that and i actually did visit a dermatologist and he said it's nothing dangerous at all, but it still scares people off so... (you get the idea) the doctor said something about poorly done circumcision...*sigh* he prescribed two creams they're called clotrimazole and aciclovir and i have been using them for almost two weeks day and night now and I'm not seeing any improvement... I'm worried it might never actually work so I'm asking for your help... if anyone had the same or similar issue how long it takes to get rid of it? are these creams even going to work...? and what are these bumps called? pimples? warts? do they have any specific name? thanks in advance!

i gotta say ive never really seen anything like this. id go to another dermatologist and get a second opinion. continue your treatment, its most likely not an std. im sorry its hurting your confidence and sex life. maybe a different derm would be willing to freeze them off or have a better idea of what to do or what they are for that matter.

i dont understand how a derm could say it was a poorly done circumcision when they fall off and grow back in the exact same place.
