Never had a sexual encounter. Would be very appreciative if someone could help identify my issue. There are many skin colorish bumps on the head of my penis. I wash daily and they have been here for a couple months or so.
I would go see a dermatologist as there can be many reasons why you have that skin condition.

This looks like a rather severe and unusual condition - you must see a medical professional as soon as possible
I would suggest you contact your GP / family doctor and say you have a severe genital skin problem
You could go to, or at least contact any Sexual Health Service near you (and yes, you don’t need to have had sex to use these services!) or if you are in the UK find the nearest GUM Clinic near you, these are based at general hospitals - it may be best to phone first to ask if you can get an in-person appointment, or where you can go to be seen in person
