I started see these discolored growths about a month and a half ago and do not know what they are. Been looking up everything from Hpv to rashes and cant seem to find anything similar.
i think it looks like a case of fungus, but to be sure you can go to see a dermatologist or a urologist

Sorry that you are having this problem. I did some looking and I found a picture that looks something like your picture.
It looks like Balanitis and Irritated Eczema Does it itch or sting. It said for treatment you need a Topical Steroid ( Hydrocortisone 1 % )
Fellow the directions and if it does not get better you will have to see a doctor. It also said to wash with a mild soap and warm water

Yes try that cream first and see if it goes away.
If not try a urologist he may have to give you something stronger
