Jason, there are several glands that develop in this area - I am guessing you are way under 36 YOA?
Most likely natural development to your penis - particularly if they have been there for sometime.
How long exactly would you say?
And no, you do not get them removed as this can cause further complications, and potentially they may simply grow back again …

Hi your photo is not the clearest but they could be Tyson glands which are sebaceous glands they are usually found at either side of the frenulum. but I would have it checked out with your GP just to be sure.

i am 22 yoa. and i have had them for maybe a couple years. but this new one reappears and disappears. what could it be ? its only one and it becomes dry and peels. it dors not hurt.

What you say does not make sense - I can see that you have several spots that are what I have already explained in my initial response to you.
When you say: " I tend to itch in groin area and skin on head becomes really dry. what could this be " - dryness tends to be caused by what the skin is in regular contact with, and for most genital region itches this is most often the types of body wash, such as soap and shower gels that are used. These dry out the skin.
When you say: " this new one reappears and disappear " - this also is not something not making sense either, therefore when you say " its only one and it becomes dry and peels " - I would suggest you get a dermatologist to check what is happening for you.
In the mean time try to limit contact with soap and things like shower gel in your entire groin and genital region. You do not say whether you are an active person, but the regular presence of sweat in the are can be an added complication.
When you shower wash the upper-body and legs as you normally would but try to avoid the soap and other body wash being in contact with your genitals, never use hot water. Rinse your entire groin and genital region with the running warm shower water - the essential is when you get out the shower, you must completely dry the groin and genital area so that no moisture remains, as this can add to the itch issue, and be at least part-cause of some of the things you are experiencing.
Never share towels with anyone else.
