Herpes can cause itching before or following an outbreak, so that could be the case here. It should resolve on its own. I wouldn't put anything on it, since it's internal. Just wait it out. Also, once infected genitally, the whole boxer shorts area is a potential outbreak zone, just fyi, although it usually recurs on the genitals at or near the original outbreak site.
