Don’t be scared. Consult a urologist. He will give you a cream/tablet and you will be alright.

Looks like you have a number of discrete red spots on the glans and shaft of the penis. You say they are not itchy, but are they painful?
It could be from an underlying skin condition, like psoriasis. Do you have a rash affecting other parts of your body/skin? If you do, please post these as well.

I can’t tell whether it is fungal or balanitis because I am not a doctor. But I can tell you that most doctors invariably suggest anti-fungal ointments ( or a combination of anti-fungals, anti-biotics and steroids) to deal with such skin issues initially.
If you are unable to see a doctor , you may try some OTC anti-fungal cream like Clotrimazole 1% etc.

It is possible you have an ongoing issue with this, so if the problem returns when you stop using the cream go back to see the doctor - potentially you may need to use a cream from now onwards
