David, how long has it been there? Unfortunately, the picture is not very clear - try taking a photo in strong daylight and post it on here.
What it could be is that you have Fordyce Spots in the area of the bump, you may have accidentally scratched at it, or maybe picked at it and it has become irritated and it has grown like this. Is it hard if you gently press on it … ?
