kinda hard to tell.. the shape gives indication it might be an ingrown. do they hurt? if not, try and take sharp tweezers and have a clear view of the area. i use my phone's video record with flash on. and try and see if there is a hair inside. i had 2 similarly shaped bumps near my anus that freaked me out, but after i checked them out i realized there was a hair stuck right in the middle of both. i pulled them out and the bumps and irritation went away. if you dont see a hair in those bumps, its possibly herpes.
but only if it doesnt hurt should you pick at it with tweezers because if it is herpes, you dont wanna make it any worse. ingrowns shouldnt hurt too bad so if theres any pain it could also indicate possible herpes
i would say neither personally, it looks like molliscum contagiousum to me. do you have any more photos of the area are there any more surrounding or nearby.

well after examining these clearer photos, they look like they might be mollascum contagiosum. either way its best to just get a blood herpes test

Any discharge? It really helps if you take clear high definition photos, anything can look like herpes when made blurry.

To me it looks more like vaginal boils. I usually get them when wearing tight underwear or bathing suits after a fresh shave. Vaginal boils are pus-filled, inflamed bumps that form under the skin of your vagina. the bumps can develop on the outside of the vagina, in the pubic area, or they can develop on the labia (which i currently have at the moment coming back from my vacation in hawai'i)
They develop when a hair follicle becomes impacted and an infection develops in the follicle. The boil may start as a small, red bump and develop over the course of a few days into a swollen, painful spot with a white or yellow pus-filled tip. Never pop them! Use warm compresses, ointment like vaseline or neosporin, wear loose underwear for it to breathe and heal, if its painful use take some tylenol or advil. They should clear up in a week or so.
So boils can look like a sore? do they spread once popped?
