Several weeks ago I had intercourse with a partner that I believed I could trust. We used a condom but it broke and we continued for several minutes. My partner never mentioned that she had herpes or led me to believe she did. Yet, several days to a week later, two red spots appeared near the tip of my penis. In the following week, more spots appeared on the shaft. From what I've gleaned from the internet, I am assuming that this is herpes, which is pretty devastating to me. I'm still pretty young (college age), and at this point I'm just looking for a second opinion! I've attached a picture.
Did she ever tell you that she had herpes?

No, and I have not mentioned anything to her since I noticed the sores
It's only slightly painful to the touch, otherwise I'm unbothered by it. I do have occasional itching around my scrotum and buttocks though I have not noticed any bumps in these areas. I have not noticed any flu-like symptoms but I may just be oblivious, I have a pretty high pain/intolerance threshold.
Also it doesn't look much like a blister, there doesn't appear to be any white material inside the sores, but the sores are all small so I cant really tell.

No it stays the same size once it appears. Did you see the picture I attached? If not herpes then what?

No fluid seems to come out when I squeeze, but the spots are all quite small. Also, some of the older spots have slightly scabbed over, which I know is common with herpes.
Herpes are painful and no bumps. Also it finishes in two weeks altogether.
Non painful ones are
Genital warts (HPV)also can show up as bumps on the penis. Sometimes these are irregular in shape or hard to see, and they're not painful. Syphilis also can give a guy painless ulcers on his penis. Finally, molluscum contagiosum is an infection that can be spread through sexual contact and give someone small, painless bumps

I shaved once I saw the bumps but that was after I noticed the two sores around the tip of my penis, above where I shave. I've had them for around 3 weeks now but most of the sores just showed up this past week. I can post a scabbed over one later

Do not shave. In case of molluscum it can spread.
3 weeks and no pain comfirms its not herpes.

Hey sorry about the panic i personally don't think it's herpes the bumps I get usually come in a small group sorta like the ones often seen on the mouth.But of course the only way to know for sure is to see a doctor and have blood drawn.Good luck
Was it just the one broken condom for a brief period or were there other genital-to-genital exposures, like rubbing without a condom (penetration not required)? Did you receive unprotected oral sex? Is there any discomfort when you urinate? Are new bumps still forming? Also, prod your groin to check for swollen/tender lymph nodes.
The appearance of your bumps is not classic herpes, but that admittedly doesn't mean too much. The only way to know for sure is to test. If you can get to a clinic asap, ask for a herpes swab test. If none of your bumps are very recent, the odds of a false negative are higher, but you can still try (a PCR swab is more accurate and less time sensitive than viral culture, if available). As backup, test for type-specific HSV IgG (not IgM) antibodies at 3+ months.
In the meantime, don't pick or squeeze anything! And wash your hands properly with soap and water after touching as a precaution.
I'm no doctor, but it looks like herpes or some form of warts. Get to a doctor and see for sure by having lab work done. You might as well get tested for all stds. Listen, I was lied to by a younger guy and mine was horrible. It hurts to know someone you trusted didn't give enough thought to tell you anything. Stay strong and be sure to make that appointment.
So today I went to the doctor finally (there weren't any openings when I first noticed the spots) and he told me quite confidently that what I have isn't herpetic (i.e. I don't have herpes). Still, I gave a blood sample, so I suppose I'll know for sure in about 3 weeks. Thank you to everyone for your responses! This has been a pretty nervewracking time for me and I appreciate the feedback.
