i had risk oral sex and from then i had penis skin rednes mostly all time, sometimes go away but quickly back, is this std, hiv, or something else..
That just looks like balanitis to me. Personally, I wouldn't see a doctor about it, but if you do, please let us know what they say.

Washing (with water, no soap) daily, and taking a leak and washing after masturbation or sex will probably help, and you could also try Canesten cream or Daktarin cream. Loose fitting cotton underwear may help, and some sites recommend washing underwear with non-biological washing powder or liquid.
Thanks for advice!! i will see a doctor, i think this is maybe some viral infection or genital herpes, because i fell itchy often on penis skin. but i didnt see any blisters on genital area, i have cold sores right now, maybe because i hit gym everyday
