What you may have is a skin condition. Do you have skin problems elsewhere on your body? You most likely have simply developed this condition by what most of us do thinking we are merely keeping our penis clean by washing it.
The easiest thing to do is exclude the possibility that what you have is very dry and unhealthy penile skin. This is usually caused by years of using soap and shower gel and other bodily cleansers to wash the penis with, or that get onto the skin of the penis when taking a shower.
Many men also apply skin cream, baby oil and other such applications in a bid to moisturise the skin of the penis.
What can happen is that the skin of the penis develops a complete intolerance to anything that it is in contact with, particularly if it is chemical based. If you are sexually active as well this can place a whole set of demands on the skin of your penis that it currently cannot deal with.
What to do: abstain from applying anything at all to your penis - wash your penis with water only, ensure you are completely dry immediately after washing your penis with water only by carefully patting dry with a clean towel.
Each time you take a shower you need to wash everywhere else on your body first, then once you have thoroughly rinsed off all bodily cleansers you have used, you MUST rinse any of these that have got onto your penis completely away by taking some time to use the running water of the shower to remove ANY trace of body cleansers. Never apply any Lubes, Baby Oil, Moisturiser or Skin Creams or Lotions to your penis, medications or medicinal skin creams can also complicate the recovery process.
What you will have to do is to be vigilant in bringing about a far healthier skin, this will take a number of months, you will not notice any difference in a matter of days or even weeks. Slowly your skin will recover and begin to regain the natural healthy state it had when you were a young child. This process could take in excess of 4, 5 or 6 months but gradually your skin will become healthier by doing what I suggest.
