Irritação no pênis ou algo assim?

i am currently having this skin condition on my penis that somehow itch if i scratch it but it stop when I’m not. I don’t feel any pain when urinating. I am also circumcised. Though i feel a little bit sensitive on my foreskin and there are some redness on the head. I don’t have sex with someone using my penis. I also tested negative on syphilis and HIV. Would you know what this is and what should I do? I already applied fucidin but I think i is not working somehow. I also stop washing my penis with soap and only water.

I may have history of scabies which I treated with permethrin since there was a red spot and itchiness before every night.

So, just to point out, if you were circumcised this would mean part or all of your foreskin has been removed, If you were circumcised as an infant this would normally mean ALL of your foreskin would have been removed.
In terms of the itch and irritation this is most often caused by something, or a combination of things that the penis is in contact with, there may be an infection present, such as a yeast / fungal infection - this is where the term 'jock itch comes from - otherwise, there may be a health issue with the skin such as Psoriasis.
So you have taken a good step forward on this by eliminating soap when you wash your penis. When you shower try to minimise contact for your penis with any form of body wash. Do not apply any body wash products directly to your penis, wash everywhere else first and fully rinse, then use warm, never hot water and simply use the inside of your hand and fingertips to clean your penis with. Take 2 to 3 minutes to rinse the entire groin / genital region.
When you get out the shower the next essential is to remove ALL moisture from your entire groin and genital region, particularly around the tip of your penis. Make sure to use towels that ONLY you can use.
What is shown in the photo is mainly spots that are a natural part of your penis - there may be irritation present, I would suggest you try a course of antifungal treatment, such as a Clotrimazole based cream - follow the instruction carefully and see if you have improvement after 3 weeks or so …
