I need help, so my penis is red and dry. it looks bruised on the bottom and i don't know why? I'm a virgin and I have been dealing with this problem for a while. If anyone can tell me is this a serious issue or can i take a medication to make it go away. I hate the way it looks

It can be caused due to chemicals in the soap and moisture clogged inside foreskin.
I would advice you to stop using soap on penis and change to a less aggressive washing soap for clothes.
Clean penis with normal or luke warm water and keep it dry.
You can try cold pressed coconut oil for a week.
