If you mean on the lower-abdomen area, rather than your genitals these spots must be something else as Fordyce only appear on the penis itself.
Suggest you stop shaving for a few weeks to let these ones heal.
In terms of what you have on your penis they ARE most likely to be Fordyce - the problem one is just below the middle of your thumb nail in photo 2 - this looks a little suspicious, unless you have picked at it and made it much larger than it was originally
With your sex history it is unlikely that you will have an STD issue, however, the only way to be 100% sure is to get tested
