Results indicating prediabetes are:
An A1C of 5.7–6.4%
Fasting blood glucose of 100–125 mg/dl.
An OGTT two-hour blood glucose of 140–199 mg/dl.

So your level of 128 if taken when fasting would indicate full diabetes. It would be advisable to get all three tests done when fasting for 12 hours. You can be diagnosed with any one of them falling out of the range.
