Was stinging for a couple of days when first noticed it but no pain since. Seems to have gone down but not majorly. Any ideas what it is?

It looks most like a normal bodily wart, rather than an STD wart. Did you pick at it or try to squeeze it?
It simply could be a Fordyce Spot - what age are you?
Have you ever had unprotected penetrative sex, or received oral?
I have had both at the bottom but only with my partner.
I haven’t squeezed or picked it but i have messed with the skin around it to have a look at it.
It does look like the other fordyce spots i have but was just more raised. Going back to normal slowly now.
Unless i raise the skin, you can’t see it just looking at it.

Really, something like this could be a number of things, from completely harmless to potentially STD related
Normal rule applies: if you feel you have previously put yourself a risk, or have STD / STI concerns, get tested A/S/P

So, the age thing is that up until the age of around 34 to 36 YOA spots and glands that develop following sexual maturation can still first appear on the penis. Although the general rule is they appear before the age of 26 YOA or so.
With the photo that you have posted it is not possible to say what this actually is - but it is most likely something like a Fordyce or a normal bodily wart - hopefully it will continue to fade and reduce in size
