Red bumpy penis rash

Hi, I have a rash on my penis (see images) for over two years now, since I got circumcised. If I use a steroid cream for a few days to a week it clears up, but it comes back after a 1-2 weeks and it has been driving me crazy. A doctor once told me it might be fungus but I have also tried antifungal creams without any effect. Any help to identify what it is and how to get rid of it would be appreciated. Thanks. The following creams have helped: 1. Clobetasol Propionate 2. Fluprednidene acetate + Miconazole Nitrate

Yes I have. A dermatologist suggested I might have a fungus, but his treatment didn’t work.

It might be best for dermatologist to use oral antifungal from the -azole group vs topicals.

It is quite unusual looking. I would agree with Bradley an oral antifungal might be worth a try. after that maybe a biopsy and see if that gives you any answers.
