Red, dry, itchy, flaky, patchy discoloration on my penis skin

I'm having red, itchy, patchy discoloration on my penis. It is dry and flaky. It has been here since a month and doesn't seem to cure with antifungals. Moisturizer helps but doesn't seem to cure. help!
