thought this was an ingrown hair but what is this???

i had a bump that i thought was a ingrown hair but it never had a head to pop on it like normal well the bump was flat with no head so i took a needle and popped it whenever i squeezed it this tiny ball of tissue came out, it almost looks as if it is skin?? now that the tissue is out the bump is no loner there. any idea what this is ?? pic in comment.

i think this may be a keloid? anyone else think this ?

might have been some sort of skin tag. do keep the area clean as to avoid infections
