What are these genital bumps/rash? (Pictures)

incredibly concerned its herpes or warts! i have been given a steroid cream and antibiotics from my doctor. she did not say what is was and as i have a severe skin disorder, i assumed it was just that or a shaving rash gone wrong. im wondering if she may have sonehow not looked properly? but doctors are usually thorough, right? no itching or pain, but its red as disgustingly i decided to find out if they could burst. ive looked various things online but nothing seems to look exactly like this.

it appears the whole area is red and sore? the bumps may have been there all along, but you have only noticed them now because of the soreness.
maybe go and see a dermatologist, or another doctor for a second opinion
