Yes, they are Fordyce Spots. Very common. Completely harmless. I have them (on my foreskin, and upper shaft), a friend in the same spot as you. But, my best friend has none. It’s just who you are, who we are. No need to stress.
What you have are Fordyce spots. Do not pop them. They are caused by hair follicles You can not give them to any one.

Possible early signs of infection. Its possible that the bumps are ingrown hair bumps. I would see a doctor about that.
