Cluster of bumps on head of penis

i have been seeing someone for a few months, this started about a month ago and has only grown in size. should this be cause for concern?

I guess you are under 28 YOA ? There are several things that are a natural part of the skin on the head of the penis, for most of us they are unnoticeable unless they become irritated.
Then there are things that can develop naturally as part of the sexual maturation process - these would typically be Pearly Penile Papules (yes, on the head itself, not just the corona / rim) and Fordyce Spots.
These look most like Fordyce Spots …

Blisters.. could be nothing.. as per the other reply.. but you can always test for HSV.. Herpes is just very common, as common as HPVs
