A weird bump appeared on my pubic area and i think its herpes because of its color. I usually get ingrown hairs but this bump looks completely different. is this herpes? please Help

The bump popped yesterday a few hours after I posted the picture. here is how it looks now(The red circle is where the bump popped, the blue circle are bumps i didnt notice until I shaved ) 
what kind of fluid came out? The small bumps like razor bumps but its hard to tell. Do you shave?
I didn't see the fluid that came out, I only noticed that it popped a couple hours later. The bumps were under the hair, so i shaved to get a better look. heres a pic of how it looked before i shaved. 
I think this looks like herpes but im not entirely sure
