In terms of the structure, this could have initially been a penile Cyst or a penile Lymphocele - if either are not further irritated they fade away in their own time. I think what was there initially has developed to what you have now through constant or / and severe further irritation to the area.

The amount of time it takes to fade is dependant on whether you masturbate and / or have sex - the penis needs complete rest for healing to take place.
