When did you first notice this? Have you recently applied something to your penis, such as a Lube for masturbation or sex, used a condom - anything in close contact with your penis other than stuff for washing and cleaning?
The most common cause would be the skin has become injured or punctured at this area and something, like I suggest has aggravated the skin layers and it is reacting to this and not healing as it normally would
