So yes, the bumps are there anyway, most men cannot notice them unless they look really closely in a strong light. It looks like what you have is a little more prominent than what most men have anyway.
What you most likely have done is irritated the skin of the head of your penis and this occurs when chemical based items are placed on the penile head on a regular basis, and this eventually builds to become an intolerance in the skin.
This process of intolerence starts to build when we regularly use soaps, shower gels and other bodily cleansers to clean the skin of the penis, or for some circumcised men, constant contact with clothing and therefore the washing powder / cleansers used to wash the clothes in, can become a problem, or part of the overall problem of contact with chemicals.
In addition to this many men use Lubes of various kinds for sex and masturbation and these too can add to the skin intolerance, particularly if they are petroleum oil based, as is the case for most skin creams and baby oil for instance.
What to do: wash the penis with water only, when you shower make sure ALL bodily cleansers are well rinsed away from the head area of the penis by directing the water at the head of the penis for around 40 seconds to a minute and a half. Always make sure the penis is completely dried. Do not apply anything else to your penis such as regular skin creams or baby oil or regular lubes.
If you need to use a lube for sex or masturbation try liquid coconut oil - this has natural skin healing properties, however, as the head of your penis is irritated in the manner in which it is even the coconut oil can cause further irritation.
Even by doing all the ‘good stuff’ you may not notice any real difference for 3 or 4 months or even longer.

Would precum left on the head after masturbation/sex also contribute to that irritation?

There is a cross-over point where irritation on the head (and on the foreskin as well for those not circumcised) becomes an intolerance and at that point just about anything will become a further irritation. This includes anything emitted from the penis, so urine, pre-ejaculate and semen can cause further distress to the head of the penis that has been irritated for an extended period of time, irrespective of what the main source(s) of irritation actually were.
So, what you need to do is to return the skin on the head of your penis to its natural state - this means excluding anything other than water from getting on it. When you do wash with water you need to make sure you are 100% dry afterwards by patting the head area with a clean dry towel.
For masturbation and sex you must remove any trace of fluids from the head of the penis as quickly as possible - often this means being quite diligent and constantly returning to check the head area to see whether any further fluids have appeared.
For this purpose I keep clean towelling face cloths to hand and wipe away any fluids as soon as they appear - I also wash the cloths in liquid soap flakes as ordinary soap powders are too harsh for my penile skin.
