penis head red shiny

Hi, for at least a year now my penis has had this thing on it's head.

It's painless, however red and shiny. (See photos please) it is also quite flat and not raised. It almost looks like a layer of the skin is trying to peel off

I have applied steroid cream and when I do it successfully brings down majority of it and returns it to just a small spot however as soon as I stop using the cream it returns to how it looks in the photos.

Has anyone had or seen this can help?

This sounds like a form of balanitis - either an anti-fungal or ant-biotic cream should do the trick for this purpose - ask a pharmacy.
