Rash and now spots on penis

This started a couple of months ago, after unprotected sex with a new partner. Initially a red rash where my foreskin rests against the glans

Then the rash darkened and spread across the glans and foreskin

Now I have developed lots of red spots on one side of the glans and foreskin

I took an STI test after 4 weeks for Chlamydia and Gonorrhea, which came back negative. I also tried Canesten Cream which did not help. Does anyone know what could be causing this?

The spots have now disappeared (after about one week) and it’s back to looking like the second photo again.

Could this be herpes? Perhaps with something else as well?
