Is it itching? Did you recently engage in sex?
Try using some antifungal cream like Clotrimazole 1% ,
if no improvement in 1-2 days , see a dermatologist or urologist.

To have this level of reaction, or a potential infection, and have had NO sexual contact would suggest your personal hygiene is very poor. Do you shower everyday then put on freshly laundered underwear?
