Rash on penis itchy and white flakes

Hi All, I had unprotected sex with a colleague of mine last year sep 11th and had unusual discharge, red rash on penis after three weeks. I consulted a andrologist did all the sti panel tests .. results came negative except for herpes . I repeated the test after 2 months of the exposure and everything came negative.. even herpes test . Attached the images , please see if you can help what can be this rash ... Is it herpes or any sti?

Thanks in advance.. I am so worried and disturbed kindly help. All the doctors say I am normal ... but still I get this red rash which fades away after a while and comes back
